Top 3 Warmest Winter in Central New York, NE Pennsylvania
Although climate records date back only to 1951 in Binghamton NY, the National Weather Service reports that the winter of 2011-12 was the second warmest on record. It was the 3rd warmest at Syracuse NY and Scranton/Wilkes-Barre, where records are over 110 years old. The seasonal snowfall at Binghamton of 38.7" to date, if it holds through the spring, will also be the lowest on record by over 9".

This websight is crazy! I live in binghamton and there is no way we've even come close to having 3ft of snowfall this winter. 3ft of rain, yes! My kids are bummed because they have yet to have a snow day off of school! What binghamton,Ny are you in?
Yes, the snowfall is near record lows. That does not mean it is non-existent. From today's Binghamton climate report:
